The strategy of the Municipality of Hankasalmi sets the goal of becoming a carbon neutral municipality by 2035. To support that goal, the municipality began preparing a carbon neutrality programme for the years 2026–2035. At the same time, it needed a practical way to monitor the energy consumption, energy efficiency and emissions development of its properties.
Hannu Lampinen, the property director responsible for the municipality's 15 properties, recognised the need for a concrete monitoring tool:
"Once you start planning and implementing measures, it would be good to be able to follow them yourself and to report on progress effortlessly."
The starting point was a familiar one for many municipalities. Consumption and property data existed, but it was scattered across different systems. Property-level analytics were not available, and the municipality did not have the resources to build a reporting model of its own.
Selko Insights' Selko Property solution brought the municipality's properties into a single view without a heavy implementation project or separate analytics work. The municipality delivers its baseline data in Excel format, after which the data is imported into the reporting view.
The tool tracks the energy consumption of the entire property portfolio, the development of emissions, energy and emission intensity, as well as key figures for individual properties. The analytics compare each property's development against the energy and emission reduction pathways of the CRREM standard, which are based on the targets of the Paris Agreement and take into account both the building type and country-specific characteristics.
The tool is used in particular in preparing the carbon neutrality programme and in monitoring future measures. According to Lampinen, practicality also weighed in the decision:
"All of this would be nice to tinker with yourself, but it takes an enormous amount of time and that time comes from somewhere else."
The rollout starts with the municipality's commercial and service properties. In the future, properties owned by the municipality's subsidiaries can be brought into the same view as well.
